Make it easier to cancel a pending download

Issue description

Chrome Version: M64, Android

What steps will reproduce the problem?
(1) Go offline (disable WiFi, mobile data, etc)
(2) Try to load a web page - Chrome shows an offline page that has a button to download the page when online
(3) Tap the button

Currently that disables the button, changes the text to "Waiting for connection", and posts a related notification. From the notification it is possible to cancel the pending download, but not by tapping the big button again.
Additionally, cancelling from the notification does not return the button from its original "Download when online" state.

Amanda, this should become better with upcoming Dino page changes, especially the variant where the button does not exist anymore.
