Hacks required to get the CTS/GTS to pass on M62

As a test fails on GTS 4.0 a single test GtsMediaTestCases has to be run from the 5.0 version of GTS

See bug b/65528573 - but for Bob and Sand a special setting has to be done on the device to get the CtsFileSystemTestCases to pass

[moblab] Add CTS/GTS hacks required to get the test to pass.

It was decided that 1 test run from GTS version 5.0r1 was required
for all boards, add that as a extra control file.

Sand and Bob require a special precondition to pass the tests add
the logic to the appropirate control files.
