Browser dialogs: Circle around close icon is chopped off when mouse pointer is hovered over it

Google Chrome	64.0.3270.0 (Official Build) dev (64-bit)

Platform	10134.0.0 (Official Build) dev-channel chell


What steps will reproduce the problem?
1. Enable ARC++ and install Youtube app
2. Open Chrome browser and search for some youtube videos.
3. Click on any link from the results
4. ARC++ Intent picker is displayed.
5. Hover mouse pointer over Close 'x' icon.

What happens ?
Circle around close icon is chopped off on the right.

Issue not reproduced on eve and samus.

This issue is not specific to inter picker dialog. Seen on other browser dialogs as well. Attached screenshot.
