perf: update depend from sys-devel/binutils to binutils-libs

Running "perf report" produced this:

(cr) (platform2) semenzato@luigi ~/trunk/src/platform2 $ perf report -i perf.data 
perf: error while loading shared libraries: libbfd-2.25.51.20141117.so: cannot open shared object file: No such file or directory

"sudo emerge perf" fixed this problem, but I would expect perf to either not be installed, or work correctly.

Summary: perf: update depend from sys-devel/binutils to binutils-libs (was: bit-rotted perf in cros sdk chroot?)
the perf ebuild should be converted to binutils-libs so its reverse deps can be tracked properly.  atm it tracks binutils directly which doesn't expose subslot details.
