When there's an active alert, it is visible in the bottom of the sidebar on e.g. https://viceroy.corp.google.com/chromeos/deputy-view

I clicked on today's Afe5xxResponsesHigh alert expecting to be taken to a relevan graph, but instead was taken to https://playbooks.corp.google.com/common/noplaybook.md?cl=head which is useless. 

Either this should
 - not be a link
 - link to a pcon or viceroy graph
 - link to an actual playbook entry
