GetUniquePathNumber() does not fail for patently illegal paths

Project Member Reported by eladalon@chromium.org, Nov 17 2017

Issue description

Call the function over the patently illegal path "!@#$%|`^&*\\_20171117_1459_23_478.log" - the function will return 1, rather than -1.

Status: WontFix (was: Assigned)

But ":!@#$%|`^&*\\_20171117_1459_23_478.log" is illegal on macOS, and still passes...
