Issue descriptionChrome Version: (copy from chrome://version) OS: (e.g. Win7, OSX 10.9.5, etc...) What steps will reproduce the problem? (1)Sign into user -> Go to chrome://settings/changePicture page (2)Now click on 'Take photo' option So that Camera screen is seen -> Now click on 'Switch to video recorder' option (3)Now click on 'record video' icon -> Video gets recorded -> before video preview is seen observe again video recorder screen is seen for 1-2 sec with 'record video' icon enabled and able to click on it(Please refer video) Note: In camera screen -> Click on 'Take photo' icon ->observe image preview is seen i.e. again camera screen is not available (Please refer 'ExpectedPreviewInCameraMode' video) Expected: After Video gets recorded video preview should be seen immediately Actual: Instead video recorder screen is seen for 1-2 sec even after recording video and 'record video' icon is seen enabled and able to click This is Non-Regression issue as 'Switch to video recorder' option is seen from M-63 @stevenjb: Please confirm the issue.

What device is this on? It takes some time to encode all frames for the video and on slower devices that can cause a delay. 1-2 sec sounds much more than I've ever seen but not impossible if the system is under heavy load. We might need a loading indicator if this is a common case.
