Issue descriptionChrome version: 64.0.3271.0 71f07f2c6c77c9e67158a193516e2f0c6229ce64-refs/heads/master@{#517250}(32/64-bit) OS: Windows (7,8,10),Linux (14.04 LTS),Mac(10.12.6, 10.13.2). Steps to reproduce: 1. Launch chrome, Add "XPath Helper" extension to chrome. 2. Navigate to www.google.com and press SHIFT+CTRL+X , Observe Actual Result: Pressing SHIFT+CTRL+X on www.google.com does not open the XPath Helper console. Expected Result: Pressing SHIFT+CTRL+X on www.google.com should activate the XPath Helper console. This is Regression Issue broken in M-64 and using the per-revision bisect providing the bisect results, Good Build: 64.0.3240.0((Revision: 508893) Bad Build: 64.0.3241.0((Revision: 508934) You are probably looking for a change made after 508919 (known good), but no later than 508920 (first known bad). Still we are able to reproduce the issue on Windows 7, mac 10.12.6 & Ubuntu 14.04 using chrome latest Canary-64.0.3275.0 as per C#0. anantha@,could you please take a look into it as it is marked as stable blocker. Thanks..!

Update: Retested above issue on Windows (7,8,10),Linux (14.04 LTS),Mac(10.12.6, 10.13.2) using latest Canary #64.0.3281.0 and issue is fixed. Kindly review an attached screen cast. Thank you!
