Non-Regression:Black patches are seen on rotating the screen immediately when the initial screen opens

What steps will reproduce the problem?
(1)Recover Build->Sign into user ->After signing into screen,when the initial screen opens,immediately click on Ctrl+Shift+Reload to rotate the screen and Observe(please refer video)

Actual:Black patches are seen while rotating the screen
Expected:Instead, it should be seen.

This is a Non-Regression issue seen from M-55

Note:Issue is not seen in Linux,Windows OS

Does this only happen when the first time sign in?

I am guessing the black screen is caused by the resize of the wallpaper, which is time consuming.
