Regression:Click on 'Take photo' iron icon to capture picture is not working in settings/changePicture page

Chrome Version:64.0.3270.0/10136.0.0 dev-channel Peppy,Paine,Gnawty
OS:Chrome OS

What steps will reproduce the problem?
(1)Sign into user ->Open chrome://settings/changePicture ->click on 'Take photo' iron icon
(2)Now again click on 'Take photo' iron icon to capture picture and Observe(Please refer video)

Actual:Click on 'Take photo' iron icon to capture picture is not working
Expected:click on 'Take photo' iron icon to capture picture should work

This is a Regression issue as same is working fine in 64.0.3265.0/10129.0.0 dev channel Peppy

Note:Issue is not seen in Linux,Windows OS

This might be WAI as I think we discussed making it necessary to use the button in the camera preview.

hcarmona@, did one of your recent changes cause this behavior to change?

This is working as intended. Change was made to focus the shutter button for a11y purposes.
