What steps will reproduce the problem?
1. Enable ARC++ on primary user account and install Youtube app
2. Add secondary user account using multi profile feature
3. Switch to primary user account. Open chrome browser, right-click on the title bar and select option to move the window to secondary user account
4. Search for Youtube videos and click on any link from the results

What is the expected result?
ARC++ Intent picker should not be displayed.

What happens instead?
ARC++ Intent picker is displayed with Youtube app option. Clicking on the app, or clicking on 'Use app' does nothing.
