Animated GIF (loading spinner) not displaying - works fine in other browsers.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Go to https://images.brilliance.com/images/global/eclipse-optimized.gif
2. Image is an animated spinning .gif - but nothing displays.
3. Go to same image in alternate browser - note the animated gif works normally.

What is the expected behavior?
The expected behavior is a visible animated .gif

What went wrong?
The .gif file is accessible in Chrome, but only shows an empty space.

Did this work before? Yes Previous version. This just happened today.

Chrome version: 62.0.3202.94  Channel: stable
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 27.0 r0

When you view the image https://images.brilliance.com/images/global/eclipse-optimized.gif, you'll notice a brief animation. Seems like it only shows the first frame.

Able to reproduce the issue on reported version 62.0.3202.94, but the same issue is not seen on latest canary 64.0.3270.0 using Windows 10, Ubuntu 14.04 and Mac 10.12.6, hence providing reverse bisect info

You are probably looking for a change made after 504910 (known good), but no later than 504911 (first known bad).

M-63 Stable promotion is just 2 weeks (12/5) away and issue doesn't exists on latest M63. So i think we are all set here.
