A11Y: Generate password option in context menu does not work

Project Member Reported by dsexton@chromium.org, Nov 16 2017

Issue description

OS Name: Microsoft Windows 10 Enterprise Version: 10.0.14393 Build 14393
Chrome: 64.0.3269.0 (Official Build) canary (64-bit) (cohort: Clang-64)
JAWS Professional: Version 2018 (build 1710.42 ILM)

# With Jaws running: Open in Chrome Canary https://www.nytimes.com/subscription/multiproduct/lp8HYKU.html
# Click on "GET BASIC" link
# Tab to "password" box
# Press applications key and choose generate password
# Notice nothing is inserted in the box

Expected: a password would be in the box and Jaws would say "Bullet bullet bullet"
Left and right arrows would read "star" for each character in the password box

Actual: Nothing happens

# Press down arrow
# Jaws says: "Menu: Use a strong password generated by Chrome"
# Press enter
# Notice that Jaws exits forms mode
# Locate the password box again with shift+tab
# Jaws says "bullet bullet bullet"
# Use left and right arrow keys to confirm a 15 character password has been entered

Expected: The field would have received focus again and Jaws would not have left forms mode

Actual: A password is inserted, but focus moves to the next control and Jaws exits forms mode

Context menu > generate password displays a popover, but JAWS 2018 or NVDA 2017.3 don't announce it.
Jaws will read this with down arrow whether the context menu is used or not.
NVDA does not say anything when down arrow is pressed.

I feel it is highly unlikely that screen reader users will know that the password generator feature exists or make use of it in the current state. I did not understand that Chrome would also save the generated password in my Chrome profile.
