Relaunching Chrome to install update reopens tabs but not windows.

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.94 Safari/537.36

Steps to reproduce the problem:
1. Create desktop shortcuts to open some web apps in their own windows, and open a few of them.
2. Have an update to Chrome pending with the green arrow icon present.
3. Click the icon to relaunch Chrome and update it.

What is the expected behavior?
After pending updates are applied, my session reopens with all existing windows and tabs.

What went wrong?
My regular Chrome window and all of its tabs launched as expected, but my individual web app windows did not.

OS Version: Fedora 26

This issue is related to Installers and reporter has mentioned OS version as Fedora 26, can anyone from the inhouse team have a look at this issue

Thanks for reporting the issue.

@ davmillar-- We tried testing the issue on fedora 25 with the steps mentioned in comment #0 , but we are not able to see the update green arrow icon and we tried manual upgrade of the chrome keeping the "" chrome://settings "," continue where i left" "option checked.

Could you please try with the same steps and let us know the behavior and that would help us in traiging the issue better.
