Low contrast text on "Show all" button on Mac MD shelf with some themes.

macOS 10.12.6

What steps will reproduce the problem?
(1) Enable chrome://flags/#mac-md-download-shelf
(2) Install the following theme: https://chrome.google.com/webstore/detail/desktop/pafkcccccfmnjkhhndjfffifnflhkpdo
(3) Download some files.

What is the expected result?
The "Show all" button on the download shelf has good contrast. (See pre-md.png)

What happens instead?
The contrast is only 2.9: http://leaverou.github.io/contrast-ratio/#white-on-%23B1917F

Looks like Canary has *marginally* better contrast. The md.png screenshot in the original post is from Canary, but the 2.9 value is based on how it looks in Dev right now (see attached).

However, the vertical dividers are still hard to see.
