There is no components/keep_alive_registry/OWNERS

r499384 moved the some code from chrome/browser/lifetime to components/keep_alive_registry, but there's no OWNERS file. Can we add one?

Sadly chrome/browser/lifetime/OWNERS doesn't exist either, sigh.

I don't know much about the code itself. dgn@ seems to have done the most work on these files.
