Upgrade from v61 to v62 killed the webcam

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.89 Safari/537.36 Platform: 62.0.3202.97 Steps to reproduce the problem: 1. Restored to version 60 - webcam works 2. Upgraded to version 61 - webcam works 3. Upgraded to version 62.0.3202.97 - webcam will not work What is the expected behavior? Webcam should not be affected by OS upgrade. What went wrong? Webcam does not appear as an option to insert image in Docs, Slides, and does not appear as an option when changing user avatar. Only happened after upgrade to version 62 Did this work before? Yes Version 60 Chrome version: 62.0.3202.97 Channel: stable OS Version: 62.0.3202.97 Flash Version: 27.0.0.187 Need addressed ASAP. Was hoping version 63 would fix the problem, but it did not.

The issue was first discovered on students computers (Acer C740). Later duplicated on Acer CB3-431. May only be a Chrome / Chromebook thing. Webcam option does not appear as an option when changing user avatar, however, if the students go to webcamsnapshot.net, they can allow the Chromebook to use the camera. It still does not appear as an option to use the camera in Gmail avatar.
