What steps will reproduce the problem?
(1) Run a local program to redirect 301 from http://localhost:8080/ to http://jsonnet.org/
(2) Stop running that program and run something else
(3) Visit http://localhost:8080/ with "Disable cache" in the Network panel of DevTools

What is the expected result?
http://localhost:8080/ loads

What happens instead?
DevTools redirects to http://jsonnet.org/ with "301 Moved Permanently (from disk cache)"
