French appearing in Accept-Language despite not being present in language settings

Issue description

Chrome Version       : 63.0.3239.50
OS Version: 10032.39.0

What steps will reproduce the problem?
1. Set languages in settings to English (United Kingdom) and English (see screenshot)
2. Visit any site, check Accept-Language header value

What is the expected result?

Accept-Language: en-GB,en;q=0.9

What happens instead of that?

Accept-Language: fr-FR,fr;q=0.9,en-GB;q=0.8,en;q=0.7

Please provide any additional information below. Attach a screenshot if
possible.

This device (and gmail account) have never been set to french, or used in france.

UserAgentString: Mozilla/5.0 (X11; CrOS x86_64 10032.39.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.50 Safari/537.36

Modifying the existing list of languages in settings (added english US and then removed it again) appears to have returned the behaviour to normal. I didn't change the language list before this. :/
