Issue descriptionChrome Version: Google Chrome 63.0.3239.42 (Official Build) beta (64-bit) Revision 0 Platform 10032.32.0 (Official Build) beta-channel samus What steps will reproduce the problem? (1) Create a file which can't be handled by any existing handlers (.bin file for instance) (2) resize app to a relatively small size (3) double-click file from (1) What is the expected result? "Select an app to open this file" dialog should resize to smaller bounds, or at least be dismissable. Attached screenshot of this state What happens instead? Dialog overflows the Files app window, can't do anything but close or resize the window to get out of this.

It seems that we no longer take users directly to chrome web store, but rather show a dialog with a link to cws. No matter how small I make FilesApp, there is no problem with the small dialog shown with link to cws.

woops, that dialog is shown when you can't get a webstore token. I'll have to keep looking at this to see how we can make the CWS usable in a tiny window. I might try to get it so that the top right (x) for closing is always visible.

The changes I made in issue 801311 are helpful. Now, at least you can scroll to be able to close the dialog. If you have the right attitude, you could even try to select an app. I think this is the best solution we are likely to get.
