[Select-to-Speak] Date highlighting doesn't work well

Issue description

In b/69383330 we see that the TTS engine doesn't send word events between words in a date, and that's intended behavior.

In that case, Select-to-Speak needs to recognize "pairs of adjacent timepoints" and mark that span of text as one word.

Expected: word highlight matches what is spoken
Actual: word highlight highlights the month name then skips to the first number in the hour
