Implementing a BrowserContextKeyedServiceFactory is overly confusing

I'm currently implementing one in crrev.com/c/766792 and had to ask for help and spend a long time looking at other KeyedService & BrowserContextKeyedServiceFactories to figure out how to do it right.

Currently components/keyed_service/README.md is not helpful, and documentation on the methods in BrowserContextKeyedServiceFactory could be more helpful.
