In the Network tab, I cannot scroll down to the bottom of the requests list

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. Open the Dev tools
2. Click on the Network tab
3. Trigger some HTTP requests, enought to show the scrollbar
3. Try to scroll to the bottom of the list. The scrollbar remains locked two lines above the bottom of the list

What is the expected behavior?
I should be able to scroll down to the bottom of the requests list.

What went wrong?
The scrollbar is locked above the bottom of the list.
When the console is open, two requests are hidden.
When the console is closed, about half of a request is hidden.

Did this work before? Yes 

Chrome version: 61.0.3163.100  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 27.0 r0
