Obey Win10's storage settings for program install location |

Issue descriptionWin10 has a Settings -> System -> Storage option to change which disk programs are installed to. It would be interesting if Chrome would somehow obey this so that it installed in the user's preferred drive. I have no idea what this option does under the covers in Windows-land, so it would take some investigation to understand just what this tweaks and how to get at it.
