If there is a file in the download bar that does not have a mailcap
rule, clicking it will just clone the file.

(Error: no "view" mailcap rules found for type "application/vnd.openxmlformats-officedocument.wordprocessingml.document"
Created new window in existing browser session.)

Click five times and get five files.

Doesn't seem smart to me.

What is the expected behavior?

It should just give a message. No point in cloning.
