Icon in Settings has no mouseover

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.30 Safari/537.36 Steps to reproduce the problem: 1. In Settings put the mouse over the square icon containing diagonal at "Themes ... use "GTK". What is the expected behavior? Nothing happens. What went wrong? A mouseover should appear, telling the user what will happen if he clicks the icon. He shouldn't have to click it to find out, as there is no other way to find out otherwise. Did this work before? N/A Chrome version: 63.0.3239.30 Channel: n/a OS Version: Flash Version:

It's a bug that this icon is missing a tooltip. All icon buttons should have one.
