Regression: Unwanted "x" icon is seen in chrome:// pages

Issue description

Chrome Version: 64.0.3270.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://version
(2) Click on chrome chip and observe "x" icon

Expected: No "x" icon should be seen in page info bubble.
Actual: Instead "x" icon is seen.

This is a regression issue broken in M64.

Good Build: 64.0.3269.3
Bad Build: 64.0.3270.0

Will provide bisect info in a while

NOTE: 1. Issue is seen in Windows and Mac

You are probably looking for a change made after 516623 (known good), but no later than 516624 (first known bad).
