Cross icon on view site info bubble is misaligned.

Chrome Version:  64.0.3270.0 (Official Build) (32-bit) (cohort: Stable)161b1edee4410d1a7079d62a79a5d2d2d95b793a-refs/heads/master@{#516942}

OS:Win(7,8,10), Mac(10.12.6, 10.13.2), Linux(14.04 LTS)

Steps to reproduce:
1.Launch Chrome, go to chrome://settings and click on Chrome chip in onmi-box and observe bubble.

Actual Result: Cross icon is misaligned
Expected Result: Cross icon should not be misaligned

This is Non-regression issue broken in ‘M-64’ and and seen from #64.0.3270.0

Note: Also on pressing tab key focus does not travel on Cross icon.
