webview does not render correctly on pixel device

Device name: Pixel XL
Android version: 8.1.0
WebView version (from system settings -> Apps -> Android System WebView): ToT
Application: Gmail, webview shell, GSA, steam, etc.
Application version:

webview is rendered far smaller than the correct size. You still need to touch the correct position to interact with webview. See the attached screenshot.

Reverting https://chromium-review.googlesource.com/c/chromium/src/+/720019 locally seems to fix the problem.

Not reverting it as https://chromium-review.googlesource.com/772094 depends on this. But please fix it asap as it may block further webview development.
