Regression: Weird flickering is seen after mouse hover at the end of media controller.

Chrome Version:64.0.3269.3 (Official Build)Revision 1d74d56f7fb838be3c05549bc5e11cdf665f1990-refs/branch-heads/3269@{#3} (32/64-bit)
OS:Windows(7,8,10), Mac(10.12.6,10.13.2), Linux(14.1 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.quirksmode.org/html5/tests/video.html
(2)Zoom in the page to 110 % ,click on any video and wait till it buffers completely.
(3)Now hover mouse at the end of media controller(buffer) and observe

Actual: Weird flickering is seen after mouse hover at the end of media controller.

Expected: No such flickering should be seen after mouse hover at the end of media controller.

This is a regression issue broken in 'M63' and will soon update other info
