Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:56.0) Gecko/20100101 Firefox/56.0 Steps to reproduce the problem: 0. Make clean installation of the browser. 1. Open https://googlechrome.github.io/samples/paymentrequest/credit-cards/, press "Buy" 2. Add a card, and a billing address. 3. The billing address combo stays disabled, even if repeating step 2. What is the expected behavior? The billing address combo becomes enabled and allows selection of the added billing address(es). What went wrong? The billing address combo is disabled. Did this work before? N/A Chrome version: 64.0.3269.0 canary Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 27.0 r0

Unable to reproduce the issue on reported version 64.0.3269.0 and latest Dev 64.0.3272.0 using Mac 10.12.6. Please find the attached screen-cast and let us know if we have missed any steps in the process of reproducing the issue from TE-end

Thank you for the video! However, it is unclear whether the billing address selection combo box is disabled or enabled. Can you open the drop-down menu from it by clicking an arrow?

Able to reproduce this issue on reported version 64.0.3269.0 and on latest canary 64.0.3274.0 using Mac 10.12.6, Windows 10 and Ubuntu 14.04 with steps mentioned in comment#0. This issue is seen from M61 series. i.e Till M60 "Buy" option is not seen in https://googlechrome.github.io/samples/paymentrequest/credit-cards/. Hence considering this issue as Non-Regression and marking as Untriaged.
