U+0358 COMBINING DOT ABOVE RIGHT rendering

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.30 Safari/537.36

Example URL:
https://zh-min-nan.wikipedia.org/wiki/Tek-pia%CC%8Dt:%E5%88%86%E9%A1%9E

Steps to reproduce the problem:
Please compare how U+0358 COMBINING DOT ABOVE RIGHT etc. is rendered between Firefox and Chromium...
I think Firefox does a much better job.

What is the expected behavior?

What went wrong?

Tested this issue on Ubuntu 14.04 using the latest Stable 62.0.3202.94 and Beta 63.0.3239.52 and unable to reproduce this issue.

1. Launched Chrome and navigated to https://zh-min-nan.wikipedia.org/wiki/Tek-pia%CC%8Dt:%E5%88%86%E9%A1%9E.
2. Can see the site rendering correctly without any issues. Same behavior is observed on firefox as well.

Attached is the screen shots for reference.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the threads with the observations.

Tested the issue on ubuntu 14.04 using chrome version #63.0.3239.30 as per original comment and C#3. The same behaviour is seen on Firefox and Chromium. It would be great if you could provide the actual and expected behaviour.
Please find the attached screen-cast and let us know if we have missed any steps in reproducing the issue from TE-end.
