EME: Add test for explicit enabling of EME in nested context

Issue description

Now that feature policy allows the explicit enabling of EME in nested contexts (https://github.com/w3c/encrypted-media/issues/364), we need to add a test that verifies that it works.

This test should be similar to layout test encrypted-media-unique-origin.html.

I did add a test in web platform tests (encrypted-media-default-feature-policy.https.sub.html). Is that sufficient?

Thanks raymes@. I tried https://w3c-test.org/encrypted-media/encrypted-media-default-feature-policy.https.sub.html with canary (63.0.3239.59) and all 4 tests pass. So marking this as fixed.
