We've been carrying the proc totmaps file for a long time to get quicker access to per-process memory stats and weren't able to get it upstream, but now there's a solution upstream from Android folks called smaps_rollup in 4.14 that should work for us too.

we'll need to backport it to all of our kernels and change Chrome to use it instead of totmaps
