external extensions fail to load in guest view

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. Configure a machine to always load https everywhere, like so:

    sudo sh -c 'cat >/usr/share/chromium/extensions/gcbommkclmclpchllfjekcdonpmejbdp.json' << EOF
    { "external_update_url": "https://clients2.google.com/service/update2/crx" }
    EOF

2. Start chromium.

   chromium

3. https everywhere loads for Person 1.  Yay!

4. Change to guest view.  https everywhere goes away.  Boo!  Why?

What is the expected behavior?
I expect the extension to load, even in the guest view.

What went wrong?
It does not load.

Unable to reproduce the issue on reported version 62.0.3202.89, latest stable 62.0.3202.94 and latest Canary 64.0.3269.3 using Ubuntu 14.04 by following below mentioned steps
1. Hit the command " sudo sh -c 'cat >/usr/share/chromium/extensions/gcbommkclmclpchllfjekcdonpmejbdp.json' << EOF
    { "external_update_url": "https://clients2.google.com/service/update2/crx" }
    EOF " in terminal
2. Upon using command, Chromium is not launched automatically
3. Now Launch chromium and check extensions
4. Extension is not seen in person 1 and guest

Could you please find the attached screencast and let us know if we have missed any steps in the process of reproducing the issue from TE-end

On Ubuntu:

sudo sh -c 'cat >/usr/share/chromium-browser/extensions/gcbommkclmclpchllfjekcdonpmejbdp.json' << EOF
{ "external_update_url": "https://clients2.google.com/service/update2/crx" }
EOF

Note that this problem is not specific to Linux.  The same thing occurs on Windows and Mac OS X.
