Links to Docs are opening in ARC++ app instead of browser

Issue description

A few users report that links to Docs are opening the Docs Android App instead of in the Browser.

It's unclear how users can turn off or edit this preference. They don't recall setting this intent/preference for the Android App.

Two reports from Googlers:

If this is behaving as intended, then how can users adjust or change the preference so that Docs links open in the Browser?

This is newly introduced behavior. We will also be following up with a blacklist for GSuite so that it doesn't open the Android app by default.

Two issues here:

1) Yes we're working with internal teams to make sure a good behavior happens on a per-app basis.  We should start rolling these changes out in M64/M65 (internal folks can reference b/69302775)

2) We've landed https://chromium-review.googlesource.com/c/chromium/src/+/683037 which makes app handling settings more accessible via chrome://settings, which mitigates the "unclear how users can turn off or edit this preference".  Now we should point users at this page for M64+: chrome://settings/handlers


Closing WNF for now because it is technically working as intended, apps that verify web links when installed will be the default app choice.  It's up to app developers whether they want this behavior but we're working with the Docs and related teams to figure out the best user experience.

docs.google.com now opens with the Android Doc app installed as well.

chrome://settings/handlers > Keep is not on there > click on Manage Play app links > can't scroll down and Keep is not on there either
