Add reference to policy check logic in NavigatorRequestMediaKeySystemAccess::requestMediaKeySystemAccess()

After https://github.com/w3c/encrypted-media/pull/432/ is merged, we should update the policy check logic in NavigatorRequestMediaKeySystemAccess::requestMediaKeySystemAccess() with a reference to the doc/spec.

We may also need to move the comment for old step 3 (also see the PR).
