chrome://gpuhang produces the same result as chrome://gpucrash

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9901.66.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.82 Safari/537.36
Platform: 9901.66.0 (Official Build) stable-channel banon

Steps to reproduce the problem:
1. Go to chrome://gpuhang

What is the expected behavior?
chrome://gpuhang should hang the GPU

What went wrong?
chrome://gpuhang just crashes the GPU

Did this work before? Yes 

Chrome version: 62.0.3202.82  Channel: stable
OS Version: 9901.66.0
Flash Version: 27.0.0.183

gpuhang is supposed to hang the gpu process for a few seconds and then the watchdog thread will kill the gpu process. Is that what you're seeing?
