Text blobs and typefaces are slow to serialize

When doing local performance investigation comparing oop raster serialization to ip raster work in the renderer process, it seems as though text blobs and typefaces create performance hiccups that are expensive relative to the work that ip raster is doing.

Khushal: is there more work to be done here on text blobs? Or do you think they're in a good place with your most recent allocation changes?

Yup, the allocation fixes put us in a reasonably good place. What's still left is cache misses from skia internals because we don't use the same text blob on the service side. I'll merge this to the other bug which is already tracking all this.
