We have extreme cases in which a Telemetry story depend on 2500+ files (see https://chromium-review.googlesource.com/c/chromium/src/+/755497).

Telemetry currently stores each of these files on cloud storage, then fetch them in serial, which is very slow (80 mins regression in  issue 784214 ).

We would want to convert Telemetry to use dependency_manager to manage these files by zipping them all together, then upload to cloud storage instead. dependency_manager already support automatic unzipping files stored in cloud storage, which will make this handy.
