EC: Charge Manager: Add support for Vbus supplier without BC 1.2 detectors.

Typically, we only support Vbus suppliers (along with BC 1.2 suppliers: SDP, CDP, DCP, etc.) when a board has support for BC 1.2. However, it might be desirable to at least charge from legacy chargers at 5V / 500mA if the board has no BC 1.2 detector.

Maybe we could notify charge manager based off of the Vbus presence notification.
