A11Y: No indication that omnibar is in search engine mode

Project Member Reported by dsexton@chromium.org, Nov 15 2017

Issue description

Chrome: 64.0.3268.0 (Official Build) canary (64-bit) (cohort: Clang-64)
NVDA: 2017.3
Jaws: 2018

Steps to repro:
1. with Jaws or NVDA running, focus the omnibar
2. Type a question mark '?'
3. Omnibar indicates search engine
4. Notice that there is no way for screen reader users to know this has happened: No announcement, no title or label change.
5. Press tab
6. Press shift+tab
7. Notice focus does not move from the text field

Expected: I expected to be able to tab to the 'site information' button which has become a search engine button

Actual: Focus doesn't change.
