mac a11y: search chips have no descriptive text

Search chips are read as "dimmed, button".

To repro:
1) Trigger a search engine - "?" at the start of an omnibox input does so by default
2) Move VoiceOver focus to the search chip

Elly, what's a search chip? Are you talking about the "Search Google" thing on the left side of the omnibox, which isn't clickable? It probably should not be exposed as a button if it's not clickable. We might want to use that announce API or something.
