AMP pages never remember scroll position

Issue description

Chrome Version       : 62.0.3202.84
OS Version: Android 8.0.0 Pixel XL

What steps will reproduce the problem?
1. Load any AMP URL, e.g. from Google Feed. Example URL is above. Make sure to "Open in Chrome"
2. Scroll down
3. Make sure Chrome is unloaded from memory, e.g. by pressing the app switcher button and swiping away Chrome
4. Open Chrome again

What is the expected result?
Scroll position is restored

What happens instead of that?
Page is loaded and stays at the top

That's because AMP is loaded into an iframe and we only restore scroll for the main frame. This is one of the use cases for document.rootScroller.

Though I suppose for this case, AMP could use the pushState API and restore the scroll themselves. +dvoytenko@ in case this isn't a known issue.
