[downloads] progress is stuck after disconnecting and reconnecting

OS: (e.g. Win7, OSX 10.9.5, etc...) Android

I was downloading an APK earlier. It stopped as I lost wifi. Now it resumed as I am back on wifi.

But the status has been stuck at 72% for minutes.
