Website shortcuts pinned to the shelf don't open when ExtensionInstallBlacklist policy is set to block everything. |

Issue descriptionChrome OS Version: 62.0.3202.82 and Beta 63.0.3239.42 What steps will reproduce the problem? (1) Having 'Block all apps and extensions except the ones I allow' (2) Pin a website to the shelf (3) Click on the pinned link. What is the expected result? Click on the pinned link will result in either open the site in a separate window or in a new tab. What happens instead? Shortcut did not open. Additional Note: Returning the policy back to 'Allow all apps and extensions except the ones I block' fixes the issue.

Issue confirmed. Able to launch websites pinned to shelf in previous versions, however with the new update while still able to pin new sites, unable to launch them.
