On clicking Proxy setting pop up opening for more than 1 time.

(1)Click on proxy setting multiple times 
(2)More than one pop up will open
(3)Please find attachment for details of bug

I can't reproduce it on Windows 7 64-bit Enterprise. It open proxy popup one time correctly.

Please try on old versions of Chrome it happens sometimes

Able to reproduce this issue on reported version 62.0.3202.94 and latest Canary 64.0.3269.3 using Windows 10 and Windows 7. The issue is seen from M-50 (50.0.2641.0). Hence considering this issue as Non-Regression and marking it as Untriaged.

Note: Issue is not reproducible on Ubuntu 14.04 and Mac 10.12.6

i cant stop pop ups in chromium please tell me how to stop it.
