[SVG2] Implement new <use> scoping rules

I built a SVG (which contains multiple element i.e. paths) and I would like to re-use this SVG (via <use> tags) but applying different styles to each element i.e. differing fill/stroke styles.

Firefox has implements v2 (as discussed here https://bugzilla.mozilla.org/show_bug.cgi?id=1415186), but unfortunately this now means i can not style the re-used SVG as desired.
