from the logs, I have found that when user start the downloading the file, then it starts the DownloadProviderService, which is the class of Chrome apk. this service class handles all the state of file downloading (like pause, resume, pending state). jming@chromium.org Please can u confirm that this issue is due to the chrome apk ?

I am not able to reproduce this. What is the latest version of Chrome you are able to reproduce this one? And could you include the device/version of Android you are using? Or a video if possible? Thanks!

Chrome version: 62.0.3202.84 OS Version: Android 6.0 this issue is easily reproducable in Intel x86 based Arch tablet with mentioned steps above. This issue is seen in all chrome version from 54. If file is downloaded by the aosp download provider, then issue is not seen. But in some latest version, chrome has its own download provider service, which is running to download the file. Issue is always seen with this.
