Regression: Most visited thumbnails disappears after resizing emulated window.

Issue description

Chrome Version: 64.0.3269.0 (Official Build) 41ecce8b3fefc4d967b1ea183ffb3c67bc0f3ac2-refs/heads/master@{#516552}(64-bit)

OS:Windows(7,8,10), Mac(10.12.6,10.13.2), Linux(14.1 LTS)

Steps to reproduce:
1. Launch Chrome ,go to NTP and open devtools.
2. click on ‘toggle device toolbar’ on devtools ,resize window and observe.

Actual Result: Most visited thumbnails disappears after resizing emulated window.
Expected Result:Most visited thumbnails should be visible after resizing emulated window.

This is regression issue broken in ‘M-64’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 63.0.3239.0
Bad Build:64.0.3240.0

You are probably looking for a change made after 508602 (known good), but no later than 508603 (first known bad).

CHANGELOG URL:

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Still we are able to reproduce the issue on Windows 7, mac 10.12.6 & ubuntu 14.04 using chrome latest Canary-64.0.3273.3 as per C#0.

ssid@, Could you please check and update the bug accordingly as it is marked as stable blocker.

ssid is OOO, so unlikely to respond.
Also it seems unlikely that the suspected CL has anything to do with this. The NTP doesn't seem to use localstorage, and even if it does the only impact of that CL should be that localstorage is sometimes a bit more performant. Certainly nothing that has anything to do with the behavior described here. So I suspect the bisect somehow went wrong.

This is intentional, see bug 755761. (It's also not related to DevTools or emulation at all. We simply hide tiles that don't fit in the visible window now.)
